The firm’s second annual global survey on city perceptions placed Dubai behind just London, New York, Paris and Tokyo, but ahead of many metropoles including Singapore, Sydney, Rome and Madrid. Dubai meanwhile continues to rank miles ahead of other top Middle Eastern cities such as Abu Dhabi (30th), Doha (69th) and Riyadh (75th).
Andrew Campbell, managing director of Brand Finance, attributed the growth of Dubai in the list to strategic investments by the government in infrastructure, tourism and the business sector. “The substantial improvements in Dubai’s consideration metrics further highlight the city’s increasing allure as a premier destination for visitors, residents, businesses and global investors,” he said.
Dubai’s appeal in terms of business and innovation, along with a stable economy and favorable corporate tax policies, were credited with moving it four spots higher in the overall rankings than a year ago. The city also achieved significant improvements in its rankings for local working (16th to 8th) and remote working (from 24th to 4th).
The index by Brand Finance is based on a survey of more than 15,000 respondents. It measures factors related to familiarity, reputation and consideration to assess how desirable a city is viewed for living, working, studying, visiting, retiring and investing. Notably, Dubai this year topped the charts in the reputation category.

Commenting on the report, Sheikh Hamdan bin Mohammed, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence, said: “We value every effort that has helped secure Dubai’s position as the top city in the Middle East for the second consecutive year. We also celebrate its rise into the ranks of the top five cities globally in a prominent international report that compares 100 leading city brands worldwide.”
Beyond Dubai, Abu Dhabi held its 2023 global ranking at 30th, although it has improved by 8 spots in Consideration, now ranking 24th. Notably, the city sits in 2nd rank for consideration to invest, up 12 ranks from 2023, and 9th globally for consideration to work locally, up 15 ranks from 2023.
Riyadh continued its progress climbing 4 places to 75th globally with notable improvements in consideration to work, live and invest (all up 7 places or more). In particular, the Saudi capital city climbed 37 places for famous sports teams and clubs, 24 places for private schools and 20 places for shopping, restaurants, and nightlife.
